摘要
重点人口管控是公安机关实施治安控制的重点工作,在维护区域社会安全方面的作用不可或缺。但当前重点人口管控存在法律规制乏善可陈、实际管控虚无化、管理协作不力而致漏管失控、刑释人员难以及时纳入管控范围、"类重点"人口脱管失控等管控不力现象,与重点人口的发展态势和管控要求极不适应。结合区域实际,构建重点人口动态管控服务体系,将重点人口纳入特殊人群管理,借助社会治安综合治理平台,科学矫正重点人口管控中存在的本源性问题,建构重点人口管控法律规范、管控信息系统、管控评估机制等,破解重点人口管控难题,补齐重点人口管控短板,是解决新形势下重点人口管控问题的有效路径选择,也是推进公安人口治理能力现代化的迫切要求。
Monitored population management and control is the key work of public security organs to carry out security control, which plays an indispensable role in maintaining regional social security. However, at present, there are few legal regulations to control monitored population. There are some problems of the monitored people management, such as regulations, weak cooperation, which is extremely incompatible with the development of monitored population and control requirements. Combined with the regional reality, the monitored population dynamic control service system is constructed. The monitored population is brought into the special crowd management. The original problems existing in the monitored population management and control is corrected scientifically through the comprehensive management platform of social security. The legal norm, the control information system, the management and control evaluation mechanism need to be constructed. It is an effective path to solve monitored population control problems under the new situation by solving monitored population control difficult problems and filling monitored population control board. It is also an urgent requirement to promote the modernization of the ability of public security population management.
