摘要
本文以高校科研过程和科研管理过程并行运作为事实基础，以系统论中的耦合性、整体性和层次性为方法和手段，探讨了高校科研管理运行机制与体制，并提出若干高校科研管理策略构想．
Based on the scientific research process, and managemental process and operation of higher education, by means of coupling, integrity and gradation in the systems analysis,managemental mechanism and organization of the scientific research of higher education has been discussed, some strategies for scientific research management has been formulated.
