摘要
以体育治理为视角,通过分析群众体育赛事从管理到治理的动力和逻辑,提出其实现的路径。研究认为,体育行政部门简政放权、职能转变以及体育社会组织的不断发展壮大等,为群众体育赛事从管理到治理提供了强大动力。新时期,需明确规划为先,厘定群众体育赛事的多元主体治理范围和职责分工,建立促进群众体育赛事健康发展的保障体系;坚持效益为本,整合和优化配置社会资源,激发多元主体参与群众性体育赛事治理的活力;强调规范为基,规范群众体育赛事过程管理,保障群众性体育赛事治理过程中多元主体的正当权益,是群众体育赛事从管理到治理的现实路径。
By analyzing the incentives and logic in the process of mass sports events＇ management to governance in sports governance perspective,the realistic route is to be proposed. According to the study,streamlining administration and delegating power and functional transformation of sports administrative departments and expanding sports social organizations have all provided great incentives to mass sports events＇ management to governance. In the new period,it＇s of a need to take planning as a first step and formulate the scope of governance and assignment of responsibility of plural subject in mass sports events. Establishing a security system can also facilitate the healthy development of mass sports events. It＇s also of great significance to take the benefit as the basic and integrate and optimize social resources while stimulating plural subject＇s vitality to take part in the governance of mass sports events. It＇s a must to emphasize the fundamental position of standard and regulate the management in the process of mass sports events. The legitimate interests of plural subject are also need to be protected while governing mass sports events. All these above can form a realistic route of mass sports events＇ management to governance.
