摘要
中国现行社会救助体系在实际的政策执行中面临着职能分散、资源分散、政策碎片化以及相关制度衔接不畅,政府间社会救助权责不明确,社会救助与社会保险等相关制度之间缺乏衔接和互补,动态管理不足等问题。因此,必须深化社会救助体制改革,不断完善社会救助统筹体系建设,从制度、资金、信息、部门等领域统筹,增强完善社会救助统筹体系的动力。因此,明确各项社会救助的功能定位,建立不同类型社会救助功能彼此互补的模式,推进制度统筹;以完善社会救助预算管理制度为重点,推进资金统筹;以建立统一、互通互联的社会信息平台为依托,推进信息统筹;以联席会议或部门协调机制为抓手,推进部门统筹管理,这些都是推进社会救助体系建设的有效路径。
The current social assistance system in policy implementation still facing problems as decentralization of functions,scattered resources,policy fragmentation and poor convergence of related system as well as unclear intergovernmental social assistance responsibilities.There is a shortage of cohesion and absence of complementarity between social assistance and social insurance with other related systems,dynamic management is also very weak.
