摘要
网络空间是亿万民众共同的精神家园,既具有文化多样性,寄予着不同人种、不同教派、不同语言人们之间对话、交流、理解、合作的文化情结与命运共同体意识,渗透着追求平等的精神与创新价值取向,也呈现出复杂多元的亚文化形态与文化离散倾向,潜藏着各种各样的风险,需要加强内在的自治性自律与外在的法制性的协同治理与综合治理。
The cyberspace is a common spiritual home for hundreds of millions of people. It not only features cultural diversity,but also reflects the culture complex and mentality of a community of shared future in dialogues, exchanges, understandings, and cooperation between people of different races, denominations, and languages. It embodies the spirit of pursuing equality and the value orientation of innovation. But it also comes with many complex and diverse subculture and a cultural dispersion tendency, with various potential risks. Therefore it is necessary to strengthen the collaborative and holistic governance that combines internal autonomous self-regulation and external legal management.
