摘要
基于1984—2016年的中国核电政策,采用社会网络等分析工具进行政策文献量化研究,以探究日本福岛事件前后中国核电政策的演变路径。研究发现:前-后福岛事件时期政策维度定位、文种定位,以及政策主体结构、制定政策中的政策根据结构等均遵循双轨式演变。同时,通过研究其演变的内在逻辑,可得到若干创新性结论,如核电政策定位的明晰化正向促进了政策主体间合作的有序化和专业化;基本政策的相对缺失使得政策制定缺少可根据的政策选择等。
On the basis of the Chinese nuclear power policies from 1984 to 2016,we make the quantitative analysis on policy literature through method of social networks analysis to explore its evolution path. The study finds that before and after the Fukushima leak incident,the location of dimension and languages, the structures of policy subject and policy foundation, all follow the two-track evolution. Besides,based on the research on the logic of evolution,several innovative conclusions can be obtained. For example,the location of dimension is becoming more clear,which has promoted the policy subjects＇ cooperation more condensed and professional. And the relatively insufficiency of basic policies can＇t support the decision-making enough.
