摘要
基于地市级面板数据,运用Super-SBM模型以及Malmquist指数等研究了河南省18个地市的工业污染治理效率。结果表明,其综合效率较为低下且总体呈现下降趋势,原因在于其纯技术效率低下以及工业生产效率的下降。为此,应提高管理技术水平,加大绿色技术推广力度,继续加大工业领域投资,通过战略重组和工业园区建设等方式提高工业投入产出效率。
Based on the panel data with prefectural level,and using the model of Super-SBM and the index of Malmquist,we make the research on the governance efficiency of industrial pollution in 18 cities in Henan province. The result shows that the general efficiency is relatively low and also represents the trend of going further down because of the low efficiency of pure technology and the decreasing of industrial production efficacy. Therefore,it is necessary to improve the level of management and technology,strengthen the popularization of green technologies,continue to enlarge the investment in industrial field,and improve the industrial input-output efficiency through strategic recombination and the construction of industrial parks etc.
