摘要
自2001年成立以来,上海合作组织经济合作在法制与机制建设、贸易、投资等领域取得了巨大成就,同时也存在贸易便利化水平低下、各国发展水平参差不齐、合作领域失衡以及其他区域组织牵制等一系列合作障碍。随着地区形势逐渐稳定,各成员国谋发展愿望迫切,加之扩员极大提升了该组织经济合作潜力,未来上海合作组织经济合作将迎来机遇期。在此背景下,上海合作组织应通过进一步推动经贸制度安排、协商促进投资开展、构建多元协同投融资体系、扩大合作领域、加快互联互通以及打造区域经济合作增长点等举措,推动区域经济合作持续稳定发展。
Since its establishment in 2001, the Shanghai Cooperation Organization(SCO) has made notable achievements in various areas such as legal and institutional building, economic development, trade, and investment, but at the same time, it also facesmultiple obstacles to cooperation, including a low-level of trade facilitation, uneven degrees of development among member states, imbalanced areas of economic cooperation, and constraints by other regional organizations. With the region gradually stabilizing, member states expressed fervent aspirations in seek of development. As the expansion of membership unleashed greater economic cooperation potential, the SCO will usher in a period of greater opportunities. Against this background, the SCO should further step up economic institutional arrangement, facilitate investment in a consultative manner, as well as develop an investment and financing framework featuring diversity and synergy, in an effort to expand areas of cooperation, step up forging inter-connectedness, create growth points for regional economic cooperation, and promote sustainable and stable development of regional economic cooperation.
