摘要
伴随2009年新一轮医改的开启,公立医院绩效管理改革成为重中之重。但我国各地公立医院绩效考核的具体实践良莠不齐,多数仍旧为趋利理念下的"收减支"狭义考核。文章从医疗机构绩效考核理论框架出发,剖析我国公立医院绩效改革的政策及医院的已有举措,通过提炼政府及公立医院层面的各自关键问题和困境,提出了未来改善公立医院绩效考核的相关建议,希冀为公立医院绩效考核的科学推进提供参考。
Driven by the new health reform policy in 2009,the reform of performance management is apoint of breakthrough in the public hospital reform. However,the practice of performance management of public hospitals in China is of varying qualities,among which most are still using the biased method of assessing the earning and expenditure.Guided by the theoretical framework of the hospital performance assessment,the paper has analyzed the existing policy and methods that have been implemented.Based on the key problems of the policy and public hospitals' practice,the suggestions on improving performance assessment for public hospitals have been offered to provide reference for realizing a more scientific hospital performance assessment in China.
