基于超效率DEA模型的农用地利用效率分析——以甘肃省庆阳市为例 被引量:15

摘要 【目的】改进农用地利用效率评价的方法,细化有效评价单元计算结果,为我国农用地集约评价提供参考,为甘肃省庆阳市农用地利用效率的提高提供依据.【方法】采用超效率DEA模型、投影分析和影子价格对甘肃省庆阳市农用地利用现状进行了量化分析.【结果】甘肃省庆阳市在1998-2012年农用地利用整体效率偏低.1998年、2005年、2012年在所有被评价年份中效率值有效,生产要素不存在投入冗余,而其他年份农用地利用效率较低,投入冗余现象明显;农用地面积的减少在一定程度上会降低农用地利用效率;投入指标中影子价格的大小依次为农作物播种面积、化肥施用折纯量、农业机械总动力合计.【结论】庆阳市在1998年、2005年和2012年投入资源之间的综合配比和利用效率较高,取得了较好的收益,而其他评价单元投入冗余现象明显;根据投影分析,得到非有效评价单元投入冗余与产出不足的具体情况;庆阳市位于陇东沟壑区,应差异化安排耕作方式;化肥的过量使用不仅降低了农用地利用效率,还容易对生态环境造成负面影响,所以应适量降低化肥的投入. [Objective] In order to improve the evaluation method for utilization efficiency of agricultural land, refine the evaluation result of the effective evaluation unit and provide the basis for improving the utilization efficiency of agricultural land in Qingyang City. [Method] Using the super efficiency DEA model,projection analysis and shadow price to carry out quantitative analysis the land use status of agricultural land in Qingyang city. [Result] The overall efficiency of agricultural land in Qingyang was low in 1998~2012,the efficiency values was effective in all years evaluated in 1998,2005 and 2012, production factors didn't have input redundancy, while the agricultural land use efficiency was low in other years, the input redundancy phenomenon was obvious, reduction of the agricultural land area decreased the use efficiency of the agricultural land to a certain extent. The shadow price for the input index was in descending order of sown area of crops, quantity of pure fertilizer and the total power of agricuhural machinery. [Conclusion] Comprehensive ratio among the input resources and use efficiency was higher and the benefit was better in 1998,2005 and 2012 in Qingyang City, however the input redundancy phenomenon of other evaluation unit was obvious. According to the projection analysis, the specific situation of the input and output of the non-effective evaluation unit was obtained. Qingyang located in the gully region of east Oansu, the tillage method should be arranged differently. The excessive use of fertilizer not only reduced the use efficiency of agriculrural land, but was likely to cause negative impact on the ecological environment, therefore, it will be appropriate to reduce the use of fertilizer.
