摘要
以我国省级工业发展水平为研究对象,将因子分析原理运用到省际工业发展评价与分析的过程中,建立更加科学的工业绿色发展水平的综合评价指标体系,并对省际工业发展水平进行综合对比分析。研究表明:我国工业绿色发展水平在区域间、区域内均存在不均衡现象。就区域间来看,工业绿色发展水平整体呈现出东、中、西的阶梯趋势。就区域内来看,东部地区高水平、中等水平发展均衡,呈现出"倒金字塔型"。中部地区工业绿色发展处于中等水平居多,高水平和低水平者甚少,呈现出"橄榄球型"。而西部地区工业绿色发展最高仅达到中等水平,而且有近一半省份处于低水平阶段,呈现出"水滴形"。针对突出的省际工业发展差距,国家应从设立能源重工产业转型基金、创新区域协调发展机制及构建东、中、西绿色产业链等方面加大对中西部地区工业绿色发展的支撑力度。
This paper focuses the level of industrial development in most provinces of our country as the objects of study. The principle of factor analysis is used in the process of evaluation and analysis to build the more scientific comprehensive evaluation index system about the industrial green development level of the provinces. Then,the comparative evaluation in these provinces could be used in research. The results show that the industrial green development in our country exists unbalanced phenomenon within a region and between the regions. The level of the wholeindustrial green development presents a stepwise trend of east,middle and west between the regions. However,within a region,the eastern region has a balanced development betweenthe high level and the medium level,which accounts for 80% of the region,showing an ＂ inverted pyramid＂; The industrial green development in Middle China mostly isin the medium level,but the high level and the low level are very few,showing a ＂ rugby-style＂;the industrial green development in Western China only reaches a medium level and nearly half of the provinces is at a low level,showing a ＂ drop shape＂. In view of the development gaps between provincial industries,the country should strengthen the support for industrial green development in the Middle and Western regions from establishing the energy and heavy industry transformation fund,innovating the regional coordinated development mechanism and constructing the green industrial chain between the eastern and western regions.
