摘要
中国的"一带一路"建设得到了俄罗斯的积极响应,除了欧亚联盟与中国丝绸之路经济带对接外,中俄两国首脑于2017年7月、11月两次会晤,都表示"要开展北极航道合作,共同打造‘冰上丝绸之路’"。吉林省图们江沿岸是离俄罗斯北方航道东边起始港东方港、海参崴港最近的地方,吉林省在东北亚古丝绸之路基础上,如何开发从图们江沿岸通往海参崴,连接北极航道的冰上丝绸之路,与俄罗斯共建北极蓝色经济通道,带领东北四省区老工业基地顺利转型,实施向海战略,是摆在当前的主要任务。探讨在防川(图们江上)与春化(图们江支流珲春河上)建港口,是吉林省落实国家打造"冰上丝绸之路",与俄罗斯共建北极蓝色经济通道、实施向海战略的第一步。
"The Belt and Road" initiative received positive response from Russia. The Eurasian Union docked with the Silk Road economic belt. The heads of China and Russia held two meetings on July and November in 2017, both of them agreed that cooperation in the Polar Silk Road would be carried out. The Tumen River coast of Jilin Province is the nearest place to Vostochny and Vladivostok. On the basis of ancient Silk Road in Northeast Asia, how to develop the Polar Silk Road from Tumen River to Vladivostok, connecting the arctic route, jointly building the Arctic Blue Economic Passage with Russia, and leading the smooth transformation of the old industrial bases in the four northeastern provinces and regions to implement the seaward strategy are the main tasks for Jilin Province. This thesis discusses that the establishment of ports in Fangchuan and Chunhua is the first step for Jilin Province to build the Polar Silk Road, which is also the first step to build the Arctic Blue Economic Passage with Russia and carry out the seaward strategy.
