摘要
基于新时代的要求,提升"过硬"公安队伍建设的品质,不仅要把好"进口关",而且要畅通"出口关"。从根本上说,"出口关"涉及公安民警退出机制建设问题。政治生态学的研究方法可以为公安民警退出机制建设提供另一种有价值的视角,即决不能把公安机关简单地看作是机械的感应与反应的机构,而应看成是一个有生命的系统,其生命力在于能够通过"进口关"、"出口关"的机制建设,特别是公安民警退出机制建设,从而在与外界的物质循环和能量转换中获得新陈代谢,达到新的或更高级的平衡,实现更高质量的发展。
According to the requirements of the new era, it is necessary to improve the quality of police staffs, which needs an unimpeded dismissal mechanism as well as a strict mechanism for recruitment. In essence, the dismissal mechanism is concerned about how to dismiss unqualif ied police staffs. The research method of polit ical ecology can provide another valuable perspective for the construction of police exit mechanism. T hat is to say, the public security organs should not be regarded simply as the mechanism of induction and response, but rather a system of life. The vitality of such ＂living＂ system lies in the construction of the mechanisms of dismissal especially as well as recruitment so as to establish a metabolic circle and improve the quality of police staffs.
