摘要
建设"智慧公安"是新时代公安机关在大数据战略驱动下,着力打造共建共治共享社会治理格局的重要举措。一方面,为这一实践提供支撑的正是中国特色社会治理理论;另一方面,"智慧公安"建设也成为新时代社会治理体系和治理能力现代化转型的重要组成部分,并充分体现出在其中的实践价值。当前处于起步阶段,面临着来自于观念、技术、人才、配套政策等多方面的困难与挑战,同时还需要强调辩证思维,以避免建设及建成之后可能衍生的问题。
Driven by the ＂Big-Data Strategy＂ in the new era, police agencies make greater efforts to develop ＂Smart Policing＂, which is considered an important measure to build a shared social governance pattern. On the one hand, to support the practice depends on the theory of social governance with Chinese characteristics. On the other hand, the development of ＂Smart Policing＂ is an important part of social governance system and conversion of governance competency in the new era, which fully shows its practical values. At present, such development, which is still at the initial stage, confronts difficulties and challenges concerning concepts, technology, professionals, proper favored policies and etc. Meanwhile, it is necessary to emphasize the dialectical thinking so as to avoid related problems resulting from the process of development and post-development.
