摘要
借鉴环境库兹涅茨曲线和国际研发知识溢出理论,将外商直接投资(FDI)环境技术效应分为技术自主创新和技术外溢;就污染与FDI之间构建EKC以代表技术自主创新的环境效应;嵌入国际研发知识溢出变量以代表技术外溢的环境效应;基于污染和技术空间扩散,对模型空间扩容。以中国大陆31省份1985~2014年面板数据的检验显示:(1)技术自主创新的环境效应具有空间二分性。工业废气与所在区域及毗邻区域FDI同时构成倒U型曲线,多数省份FDI规模未逾越双倒U型曲线拐点,无法激发清洁技术自主创新。(2)技术外溢的环境效应具有空间属性。FDI技术局域和广域溢出分别降低了所在地区和毗邻地区工业废气污染水平。
This paper divides the technology effect of FDI to environment into effect of technology innovation and technology spillover by EKC model and International Knowledge Spillover theory. And then, it develops the model with spatial structure by putting variable of FDI knowledge spillover into EKC model. Based on Chinese panel data testing, results show that reverse U-shaped curve is depicted not only between gas pollution and local FDI, but also between gas pollution and neighbor FDI. Current FDI amount of most Chinese provinces haven't across double breakpoints of reverse U-shaped curve. It means environmental-friendly technology innovation is still un-achieved. Technology spillover from FDI reduces local gas pollution, and un-embodied technology spillover from FDI reduces gas pollution of adjacent regions.
