摘要
中国财政科学研究院组织的"2017年地方财政经济运行"大型调研及其成果分析显示:随着供给侧结构性改革的稳步推进,地方财政经济运行出现诸多积极变化,新动能作用显现,但风险也在快速变形,且日趋复杂化。从横向区域维度来看,一些指标在地区之间表面上趋同,但实际发展质量差距很大,经济区域分化出现新特征。从纵向时间维度来看,一些财政经济发展指标看似在变好,实质是风险隐藏或者变形,财政能力背后隐藏着风险。出现上述问题的深层次原因,来自于体制变迁中的两个没变,即改革有进展,但"风险大锅饭"没变,"小马拉大车"没变。本文认为在此背景下,要从整体上来认识风险的复杂性,准确把握财政风险、金融风险和经济风险三者关系,提升化解风险的综合能力。
The large-scale investigation of the Local Fiscal and Economic Operation in 2017 organized by CAFS and its analysis results are shown as follows. With the steady progress of the supply side structural reform, there are many positive changes in the local fiscal and economic operation, and the new kinetic energy appears, but the risk is also rapidly changing and becoming more complex. From the perspective of the horizontal regional dimension, some indexes are converging, but the actual development quality gap is very large, and the economic regional differentiation has new characteristics. From the perspective of vertical time dimension, some financial and economic development indicators seem to be getting better. In essence, risk is hidden or deformed. There is hidden risk behind financial capability. The deep-seated reasons for the problems mentioned above are the two ＂no change＂ in institutional transformation, that is to say, the reform has made progress, but the phenomenon of ＂the risk from the same big pot＂ and ＂the pony pulling up the big cart＂ has not changed. Under this background, we need to understand the complexity of risk as a whole and accurately grasp the relationships between fiscal risk, financial risk and economic risk, so as to enhance the comprehensive ability to eliminate risks.
