4月15—17日,水利部部长鄂竟平率国家防总检查组,赴湖南、湖北两省检查长江防汛抗旱准备工作。鄂竟平强调,要以党的十九大精神为统领,统筹推进机构改革与防汛抗旱工作,以更高的站位、更严的要求、更实的举措、更好的成效,确保长江流域防洪安全和供水安全。检查组现场查看了湖南省长沙市开福区湘江、浏阳河防洪综合整治工程和望城区沩水水系连通工程,岳阳市湘阴县重点圩柳林江堤防除险加固工程、君山区洞庭湖建新蓄洪垸柳叶湖堤防和长江干堤荆江门崩岸应急除险工程,
Illegal sand excavation in river courses has caused severe damage to the health of rivers and lakes. A brief introduction is made on the development history and status of managing river course sand excavation as well as main problems and challenges. According to the policy of structural reform of the supply front to increase the quality and efficiency of supply system, it is considered to expand the supply channel of sand and clay market, using machine-made sand to replace river sand, adopting green sand manufacturing technology and liberating the river from the supply system. It is also recommended to apply whole process control for river course sand excavation, in line with the implementation of river and lake chief systems.
