摘要
国家规定中等城市防洪标准为50年一遇,目前河南省漯河市超过20年一遇洪水采取扒口向沙颍河夹河套分洪措施,一次分洪估计经济损失达45亿元以上,采取低标准防洪高机遇扒口分洪付出的代价太大。历次洪水证明,对京广铁路和漯河市防洪安全起决定作用、关键时刻能及时有效削减洪峰的是泥河洼临时滞洪工程。因此,建议加高蓄洪堤扩建泥河洼,由现在2.3亿m3库容提高到4.3亿m3,使漯河市达到国家规定的50年一遇防洪标准,减少扒口分洪的机遇在经济和技术上是合理可行的。
It is stipulated in China that medium size cities should meet the flood control standard of once-in-50-years.In Luohe City of Henan Province, when a flood exceeding once-in-20-years occurs, artificial levee breach has to be adopted so as to release flood to Jiahetao Detention Basin near Shaying River. High costs have been involved due to low flood control standard and high frequency of artificial levee breach and the economic loss of each breach may be up to 4.5 billion yuan or more. The historical floods demonstrates that Nihewa Temporary Detention Basin can play a more effective role of reducing flood peak timely at critical moment and also decisive for safety of Beijing-Guangzhou Railway and Luohe City. Therefore, it is suggested to rise Nihewa levee and increase its storage from 230 million stere to 430 million stere, so as to enable the Luohe city up to the standard of once-in-50-years. The measure is feasible both economically and technically for reducing frequency of artificial levee breach.
