“共享发展”语境下我国回流农民工价值实现的瓶颈与治理——政治参与的视角被引量：1

摘要当前,农民工选择返乡或回流,正如他们离乡外出打工一样,其内在驱动力为经济利益。共享发展语境下,回流农民工既可能依靠自身的优势实现社会价值与个体价值,也可能因为缺乏正确的公共政策规约而出现"负的外部性"问题。阻碍回流农民工价值实现的现实瓶颈,既有来自世界"经济危机"周期性交替的负面影响,也有来自技术创新与产业转型对回流农民工"充分就业"的制约,同时,后城镇化中社会生产要素的错配恶化问题,以及农民工劳动力要素与打工积蓄存在的资源稀释风险,亦可能影响回流农民工的价值实现。治理的路径在于党和政府如何引导回流农民工进行制度化的理性政治参与,建构回流农民工政治参与的"呼声空间",既让回流农民工通过政治参与"自下而上"更好地反映价值诉求,又让政府部门通过政治参与"自上而下"更好地执行民主决策,而"共享发展"的政策语境则为回流农民工的政治参与行为"不超载"提供了现实性。 At present,migrant rural workers choose to return home or return to the county,just as they leave their hometown,the internal driving force of migrant rural workers is economic benefits.In the Context of＂Shared Development＂,it is possible for returning migrant rural workers to realize their social value and individual value,but result in the problem of＂negative externality＂due to lack of proper public policy regulation.The real bottleneck of hindering the value realization of returning migrant rural workers is that,not only the negative impact from the world economic crisis periodically,but also the constraint of returning migrant workers＂full employment＂from the technological innovation and industrial transformation.At the same time,the mixpairing and deteriorative problems of social factor in post-urbanization,force elements of migrant rural workers and risks of resource dilution of working savings.These factors mentioned above may affect the value realization of returning migrant workers.The path of solving these problems is that how to guide the return of migrant workers institutionalized political participation,constructe＂voice space＂for political participation of returning migrant workers.On the one hand,it help migrant rural workers express value appeal in the＂bottom-up＂by political participation;on the other hand,it help the government better implement democratic decision-making in ＂top-down＂through political participation.In the context of＂Shared Development＂policy,it provides realistic for the＂non-overload＂of the political participation behavior of returning migrant rural workers.
