摘要
生态文明制度建设事关人类的可持续发展,要加快其建设速度,必须从根本上以民为本,依靠人民大众,创新机制体制,为加快生态文明建设营造良好的制度环境。这就需要充分体现出生态资源管理制度的人与自然之协同发展性;要不断增强生态资源市场化机制对人民基本需要的满足性;要不断加强对人民大众生态与经济损失的补偿准确度和力度;要加快加强责任追究和赔偿机制对人民大众根本利益的维护力度;要加快加强考核评价机制对人民大众及后代之根本利益与永恒利益的坚持性。加快生态文明制度建设的关键是人民大众的积极参与。
The construction of the ecological civilization system is of vital importance to the sustainable development of the whole human being. So it is necessary to speed up the construction speed, and its basic is： We must be people-oriented, relying on the masses of the people, innovation mechanism, to accelerate the construction of ecological civilization and create a good institutional environment. It needs to fully reflect the coordinated development of man and nature of the ecological resources management system; to meet the increasing mechanism of ecological resources market the basic needs of people; to continue to strengthen ecological and economic loss of the masses of the compensation accuracy and to accelerate the efforts; to speed up to strengthen accountability and compensation mechanisms for the fundamental interests of the people public maintenance efforts; to speed up to strengthen the evaluation mechanism of the masses of the people and the descendants of fundamental interests and the interests of the eternal. The key to speed up the construction of ecological civilization system is the active participation of the people.
