摘要
分级诊疗作为深化医药卫生体制改革的产物,是实现有序就医的重要制度保证。现今分级诊疗制度的实施存在着医疗机构的权责界限不清;医疗机构内部人事制度问题成难;分级诊疗政策与市场经济脱节等诸多挑战。为了更好地改善分级诊疗的实践状况,本文在对分级诊疗的发展历史作出阐述的基础上,从国家政策层面、基层医院职能划分以及医疗技术同级同质化方面提出促进分级诊疗健康成长的合理有序路径。
As a product of deepening the reform of the medical and health system,hierarchical diagnosis and treatment is an important institutional guarantee for achieving orderly medical treatment. At present,the implementation of hierarchical diagnosis and treatment system has the unclear boundary of the power and responsibility of medical institutions; the difficulty of the problems about the internal personnel system in medical institutions; the disjunction of hierarchical diagnosis and treatment policies and market economy and many other challenges. To better improve the practice situation of hierarchical diagnosis and treatment,based on elaborating the development history of hierarchical diagnosis and treatment,this paper put forward a reasonable and orderly path for promoting the healthy growth of hierarchical diagnosis and treatment from the aspects of national policy,division of functions of primary hospitals and homogenization of medical technology at the same level.
