摘要
目的通过对新医改以来,特别是对2014—2016年山东省疾病预防控制体系建设进行深入分析,探讨存在的问题及其因素,为山东省疾病预防控制体系建设及发展提供针对性建议。方法运用SWOT-CLPV分析法,以山东省疾病预防控制体系建设为研究对象,从国家政策、社会环境及其产生的抑制性、杠杆效应、问题性、脆弱性等方面进行系统分析。结果体系建设不断加强;但应急工作、疾病预防控制工作任务依然繁重、艰巨;慢性病防治工作亟待重视和加强;投入不足,"重医轻防"观念依然存在。结论应加快完善应急处置机制;注重慢性病防治工作;建立稳定的经费保障机制和补偿机制,逐渐转变"重医轻防"观念等。
[Objective]Through the analysis on the construction of the disease prevention and control system in Shandong Province since the new medical reform,especially in 2014-2016,to explore the existing problems and their factors,provide targeted recommendations for the construction and development of the disease control system in Shandong Province.[Methods]The SWOT-CLPV analysis was used to survey the construction of the disease prevention and control system in Shandong Province,to conduct a systematic analysis from the aspects of national policy,social environment and its inhibition,leverage effect,problem and vulnerability.[Results]The system construction has been strengthened continuously.However,the tasks of emergency and disease prevention and control are still arduous.The prevention and treatment of chronic diseases needs to be emphasized and strengthened.There is lack of investment,and the concept of neglect of prevention still existed.[Conclusion]It is necessary to accelerate the improvement of the emergency response mechanism,pay attention to chronic disease prevention and control work,establish a stable funding mechanism and compensation mechanism,gradually change the concept of neglect of prevention.
