摘要
目前,京津冀流域存在一体性与跨区域性、流域内环境资源分配与生态利益分享的不公性、流域生态空间的有限性与环境保护的严峻性等一系列问题,协同发展这一重大国家战略的确立及深入推进为京津冀流域区际生态补偿制度的构建提供了充分的政策依据。从京津冀流域区际生态补偿制度构建的具体路径来看,首先,要遵循权义公平配置、平等互利以及"谁受益谁补偿,谁保护谁受偿"等基本原则;其次,应秉持政府主导的基本模式;再次,应着重解决区际生态补偿主体厘定、区际生态补偿标准制定以及区际生态补偿方式确定等关键性问题。
Beijing,Tianjin and Hebei river basin unity an d cross-regional,distribution of environmental resources and sharing of ecological benefit＇s unfairness,ecological space＇s limitation and environmental protection＇s seriousness,the major national strategy of Collaborative Development＇s establishment and further promotion have made the construction of interregional ecological compensation system in Jing-Jin-Ji watershed extremely necessary.The construction of inter-regional ecological compensation system in Jing-Jin-Ji watershed should follow the following specific path ：firstly,the basic principles of fair distribution of right and obligation,equality and mutual benefit,and ＂who benefits,who compensates;who protects,who is compensated＂ should be followed;secondly,the basic mode of government leading should be insisted;finally,the key issues of regional-ecological compensation＇s subject determinations determination,standard setting and method determination should be solved.
