摘要
通过对宁波创建浙东南国家自主创新示范区的实施路径研究,确立了宁波建设自创区的定位,梳理了宁波的创建优势与短板。提出宁波应进一步明确自身定位,突出核心竞争力,构建融入"大湾区"的协同治理网络,充分对接国际创新资源,推进协同创新平台建设,推动龙头企业进行产业链整合,扩大民间投资,从实质上推进创建工作取得实效;同时提出要从加强协同领导、强化政策支持、推进简政放权、优化发展环境、强化人才支撑、培育"大国工匠"等方面为浙东南国家自主创新示范区的创建工作提供保障。
The paper, based on the research on the implementation path for Ningbo to become the national innovation demonstration zone of Southeast Zhejiang, determines the positioning for Ningbo,discusses the advantages and disadvantages and proposes that Ningbo shall have a very clear self-positioning, highlight its core competitiveness, establish the collaborative governance network to integrate into the ＂Bay Area＂, fully utilize the international innovation resources, upgrade the construction of collaborative innovation platform, encourage the leading enterprises to integrate the industrial chains, increase the private investment, and push forward the implementation work for such zone. Besides, efforts shall also be made to emphasize the collaborative leadership, strengthen the policy support, streamline the administration and delegate more powers to the lower level,optimize the developmental environment, strengthen the talent support and cultivate the ＂Craftsmen of the Nation＂, so as to provide the guarantee for the establishment of national innovation demonstration zone of Southeast Zhejiang.
