摘要
通过问卷调查和专家咨询,运用利益相关者分析法,对福建省天宝岩国家级自然保护区管理中的利益相关者进行分析,从生态、社会和经济价值角度探讨福建省天宝岩国家级自然保护区的公共管理模式。研究结果为:福建省天宝岩国家级自然保护区管理中的利益相关者分为核心层、外围层和边缘层,核心层的利益相关者包括政府、非政府组织、当地社区和企业,其对该自然保护区管理具有重要作用。政府为高影响力和低利益,关注生态价值;非政府组织是低影响力和低利益,关注社会价值;当地社区具有高影响力和高利益,关注经济价值;当地企业为低影响力和高利益,关注经济价值。基于利益相关者分析,选择政府主导的管理型、政府指导下的非政府组织管理型、政府指导下的社区共同管理型、政府指导下的企业管理型等公共管理模式。
Through the questionnaire survey and expert consultation,using the stakeholder analysis method,this paper analyzes the stakeholders in the management of Tianbaoyan national nature reserve in Fujian province,and probes into the public management mode of Tianbaoyan national nature reserve in Fujian province from the angle of ecology,society and economic value. The results show that the stakeholders in the management of Tianbaoyan national nature reserve in Fujian province are divided into the core layer,the periphery layer and the marginal layer,the management stake-holder of corel layer are government,non-government organizations,local community and enterprise,which have an important role in the management of the nature reserve. The government has highly influential and low interests,they concern about the ecological value; the non-government organizations has low influential and low interests,which concern about the social value; the local community has highly influential and high interests,which concern about the economic value; the local enterprise has low influential andhigh interests,which concern about the economic value. Based on stakeholder analysis,this paper chooses public management mode of government-led management type,government-directed non-governmental organization management type,government-directed community common management type,and government-directed enterprise management type.
