摘要
巴基斯坦自1998年5月成为事实上拥有核武器的国家之后,从未向国际社会公开过核战略文件,官方对外长期保持着模糊的核态度。与巴基斯坦官方模糊的核态度不同,巴基斯坦战略学界曾在小范围内对本国的核技术与核战略进行过讨论和研究,并形成了少量的公开文献,这些公开文献被国际社会视为理解巴基斯坦核战略的重要途径之一。本文运用Cite Space 5.0计量统计学软件以及约瑟夫·奈的核学习理论,证实了巴基斯坦从核技术和核政策两个层面向北约进行了核学习,在北约的核技术和核战略基础上进行了移植和重构,最终形成了自身的核战略。
Since becoming a de facto nuclear state in May of 1998,Pakistan has yet to disclose publicly to the international community its nuclear doctrine,and its government has maintained over the long term an ambiguous foreign policy stance in this regard.Quite distinct from the official Pakistani position of ambiguity,Pakistani scholars of strategic studies have,within a small circle,engaged in discussion and research on Pakistan’s technical capacities and nuclear doctrine,and a small body of public academic literature has emerged.The international community views this literature as one channel through which it can understand Pakistan’s nuclear doctrine.This article applies the quantitative statistical software Cite Space 5.0,and draws on Joseph Nye’s theory of nuclear learning to illustrate that Pakistan has learned from NATO with respect to both nuclear technology as well as nuclear doctrine.Pakistan has managed to borrow from and adapt NATO’s nuclear technology and doctrine as a foundation for forming its own nuclear doctrine.
