摘要
高等教育作为一种特殊的稀缺资源,30多年来在其资源配置转型过程中处在一个不断选择和优化配置方式的过程之中。在这一过程中,老百姓的选择是制度变迁的根本动力,高等教育资源配置转型是一个"帕累托改进"意义上的累进过程,采取边际增量改革举措、尊重教育收益滞后性规律与强调改革的稳定性原则是保持转型期持续制度创新节奏的原因,高等教育资源配置转型趋势取决于符合高等教育成长规律约束力量的均衡。在未来发展进程中,我国高等教育资源配置呈现如下趋势:高等教育规模扩展与提供方式多样化,在高等教育资金分配选择中更加强调采取"绩效配置"方式,大学高层合作模式的需求多元化,扩大高等学校自主权成为必然,等等。
As a kind of special scarce resource,over 30 years,higher education is in the process of choosing constantly and optimizing allocation method.In this process,the choice of common people is the fundamental driving force of institutional changes.Resource allocation transformation for higher education is a progressive process in the sense of Pareto improvement.The reasons why the tempo of constant system innovation is kept in transformation period are that reform action of marginal increment is carried out,hysteresis quality of educational return is respected,and the stability principle of reform is stressed.The trends of the resource allocation transformation for higher education lie on the balance of restraining force in the development of higher education.In the future development,the trends of resource allocation for higher education in China will be as follows:there will be diversification in the expansion of higher education and its supply pattern ;the funds allocation of higher education will stress on 'performance allocation' ;cooperation patterns among leaders of higher education will be diversified ;to enlarge the autonomy right of higher education will become necessary,etc.
