摘要
高铁安全是"一带一路"倡议顺利实施的重要保障,是国家安全的重要组成部分,也是我国公共安全保障体系中亟待补强的一块短板。高铁具有安全防范与处置难度大、疏散救援难度高、防范体系薄弱及脆弱性等特点,一旦遭受恐怖袭击,将造成难以估量的损失。虽然我国各地公安机关在高铁反恐防范与处置方面取得了一定成效,但当前高铁反恐防范与处置仍面临严峻挑战,恐怖分子以爆炸和刀斧砍杀等手段对铁路构成了最现实的威胁。对此,应建立和完善高铁应急处突预案体系,探索应对爆炸、刀斧砍杀等恐怖袭击的处置程序、对策等,以提升高铁反恐应急处置能力,打造平安高铁。这对打击恐怖主义犯罪,最大限度地消除恐怖主义对高铁的现实威胁,维护国家安全具有重大而深远的战略意义。
The security of high-speed rail is an important guarantee for the implementation of Belt and Road Initiative as well as an essential part in national security, but it is still vulnerable in China's public security system that is urgent to amend. For the complexity of prevention and handling, difficulty of evacuation and rescue and vulnerability of protection system, it may bring unimaginative damages in the case of terrorist attacks. Although local police agencies have made some progress in dealing with the high-speed rail counterterrorism, the current situation is still severe, for the actions such as explosion and knife killing taken by terrorists form the commonest threats. Therefore, the preparatory plan to deal with the conflicts in emergency should be made and improved; the handling procedure and strategy for explosion and knife killing should be explored in order to enhance the flexibility of counterterrorism actions in emergency and sustain the safety of high-speed rail. It possesses a significant and profound strategic meaning in combating against terrorist crimes and eliminating the terrorist threats to high-speed rail in maximum scale.
