摘要
近年来,铁路公安管理体制逐步调整,自2018年12月起,铁路公安正式划归公安部统一管理,实行派驻制。在这种管理体制调整的背景下,铁路公安承担的工作职能也发生了变化,身份转变后需要考虑如何更好地发挥作用。在反恐领域,铁路由于地位重要、影响面广、自身防范体系存在一些薄弱环节而成为恐怖袭击的重要目标。管理体制调整后,铁路公安应明确职责定位,画好同心圆、发好同向力,共保铁路安全;应转变思维模式、职能定位和工作方式,依法履行法律赋予的监督检查职责;应加强反恐行政执法,既要把握好依法行政、依法办案的政治效果、法律效果和社会效果,又要把握好反恐行政执法与精准服务的关系,以更好地推动铁路企业反恐怖工作。
In recent years,the railway police management system is gradually adjusted.Since December 2018,the railway police have been under the unified administration of Public Security Ministry and dispatched to railway company.In the context of such reform,the duty of railway police is changing and they have to think about how to work efficiently after the role shift.As to counter-terrorist work,railway is liable to be the main target of terrorist attacks for its importance,influence and vulnerability in the preventive system.After the management system reform,railway police should clearly define their responsibilities and coordinate like concentric circles to ensure the railway safety.They should adjust the thinking mode,function orientation and working methods to enforce inspection and supervision in accordance with the law.They should enhance the administrative enforcement of counter-terrorism to execute and handle the case by law considering the political effect,legal effect and social effect.At the same time,they should deal with the relationship between administrative enforcement of counter-terrorism and precise service to promote the overall security work.
