摘要
在国家政策层面鼓励和发展工程总承包的背景下,伴随电力企业一体化改革重组和电力体制改革的持续深入,面对DBB建设管理模式下逐渐显现的弊端,如何适应新的形势,保持水电行业健康可持续发展,值得水电行业各界进一步思考。本文通过对我国水电建设管理模式历史沿革的回顾,以锦屏水电工程建设为例阐述了当代先进管理理念的全面中国化;基于对目前形势的分析和思考,结合雅砻江公司在雅砻江中游的两河口水电站移民代建工程和杨房沟水电工程采用EPC建设管理模式的具体实践,认为创新采用EPC建设管理模式,将是应对目前水电建设严峻形势的一条可行之路;根据EPC建设管理实施情况,对目前存在的EPC建设管理意识不足、制度规范有待配套完善等问题进行阐述并提出了相关建议。
In the recent years,a general contracting mode for constructional projects is fast developed in China under the encouragement of the national policy.However,reform in the power industry and the integration of electric power enterprises bring more and more challenges to the traditional DBB construction management mode in the field of hydropower construction.Therefore,there is an urgent need to find out a way to adapt to the new situation and maintain a healthy and sustainable development of the hydropower industry.This paper reviews the development of hydropower constructions management modes in China and,taking Jinping Hydropower Project as an example,further explains the indigenization of the advanced management concepts.Based on an analysis of the present situation,and in combination with Yalong Hydro’s practical experiences in the resettlement works for Lianghekou Hydropower Project and the overal Yangfanggou Hydropower Project,which are being constructed by EPC contracting,it is suggested that EPC mode would be a feasible solution to relieve the stressful status of China’s hydropower constructions industry.This paper summarizes the lessons from the previous experiences and gives some suggestions to the existing problems for improvement of the EPC management mode,such as the awareness of EPC construction management and the imperfection of the institutional norms.
