摘要
通过对咸阳市公用事业和公益性服务价格管理现状进行分析,探讨公用事业和公益性服务价格管理体系创新趋势,并结合实际对咸阳市公用事业和公益性服务价格改革提出需求保障、利益平衡、可持续发展、区别管制、公平合理负担、成本刚性约束、激励性管制和公开透明等八项原则,并在此基础上创新咸阳市公用事业和公益性服务价格管理模式,以推动咸阳市公用事业和公益性服务的良性发展。
Based on the analysis of the current public utilities and public welfare service price man- agement present situation in Xianyang city, explored was the trend of public utilities and public welfare service price management system innovation. In combination with the reality of Xianyang utilities and public welfare service guarantee price reform put forward were eight principles such as demand guaran- tee, interests balance, sustainable development, the difference between rigid constraints, cost control, fair and reasonable burden, incentive regulation and transparency. Innovation utilities and public wel- fare services management mode are to be innovated so as to promote the healthy development of Xian- yang utilities and public welfare services.
