摘要
研究澳大利亚政府开放数据旨在为我国构建与升级政府开放数据战略、方法与行动提供借鉴。澳大利亚的实践表明,政府开放数据主要从4类构件上布局:战略性政策、工具性指南、应用性策略、平台性数据门户。由此,澳大利亚形成全面精细的行动指南、机构广泛的配合与协同、多样化应用等优势,但仍存在稍显滞后的战略规划与有待深化的国际合作的不足。基于澳大利亚的经验,我国可从以下方面制定开放数据的策略:建立与优化政府数据开放的布局与规划、完善专业化辅助、深化多维度协作、构建国家数据门户。
The research on Australia open government data aims to provide suggestions for open government data in China for better strategies,methods and actions. The practice of Australia indicates that open data actions mainly consist of four components,including strategic policies, guidelines, use strategies, and data portal. Then the practice of Australia presents the advantages like complete directions,profound collaboration between agencies,and diverse use of open data,while Australian open data needs more timely plans and international cooperation. Drawing on Australian practice,China should optimize open data by open data design, providing professional guidance, and deepening multi-dimension collaboration,and construction of national data portal.
