摘要
本文以重大行政决策为视角,探讨了行政决策过程性信息的可公开性和价值,并根据公众参与重大行政决策程序特征,分析了行政决策过程性信息"告知式"公开和"互动式"公开两种主动公开模式。"互动式"公开体现了开放政府的治理理念,是公众参与行政决策的客观要求和对政府信息公开的深化,有助于实现行政决策的民主性、科学性和可接受性,并从重大行政决策的程序阶段和内容要素两个路径,探索如何实现"互动式"公开。
From major administrative decision-making perspective, the paper discusses the openness and value of the administrative process information. According to the characteristics of the public participation in major administrative decision-making procedures, it analyses informing disclosure and interactive disclosure of administrative process information. The interactive disclosure reflecting the governance ideas of open government, is the objective requirement of public participation in administrative decision-making and the deepening of government information disclosure, which is contribute to achieve the democracy, scientificity, and acceptability of administrative decisions. The interactive disclosure can be achieved from the two paths of the procedural stage and content elements of the major administrative decision-making.
