摘要
十九大报告提出“全面建设交通强国”,轨道交通正是建设交通强国的题中之义。轨道交通是具有社会福利属性的民生工程,每年财政注入大量资金支持其发展。在北京市票价改革后,轨道交通票价收入增多,但仍显著依赖财政补贴;这易造成运营企业失去降成本、提收入的积极性,加重财政负担,致使补贴低效。本文以北京市轨道交通为研究对象,采用定量定性相结合的研究方法,分析现行补贴机制弊病,结合国内外财政补贴机制经验,提出优化措施和建议,为纾解财政补贴压力及提升补贴资金配置效率贡献良策。
The nineteenth CPC congress report puts forward the "comprehensive construction of a powerful traffic power", and rail traffic is the key point for building a strong traffic power. Rail transit is a livelihood project with social welfare attributes, and a large amount of funds are injected into it to support its development every year. After the reform of ticket price in Beijing, the revenue of rail transit fares increases, but it still relies heavily on financial subsidies. This easily causes operation enterprises to lose the enthusiasm of reducing costs and raising incomes, increasing the financial burden, resulting in inefficient subsidies. In this paper, taking Beijing rail transit as the research object, adopting the research method of combination of qualitative and quantitative analysis of the shortcomings of current subsidy mechanism, combined with domestic and foreign financial subsidy mechanism, put forward the optimization measures and suggestions to alleviate the pressure and improve the financial subsidies allocation efficiency contribution plan.
