摘要
改革开放以来,我国高等教育改革从体制切入,取得了巨大成就。但近年来,在高等教育改革和发展中,中国特色现代大学制度成为政策的主流话语,体制改革的重要性被遮蔽。重申高等教育体制改革,意在强调改革必须关注影响高等教育发展的根本性问题,重新将注意力转向体制"本身"。对于高等教育的可持续发展而言,体制问题难以回避,体制改革至关重要。深化体制改革既是实现我国高等教育治理体系与治理能力现代化的必要条件,也是完善中国特色现代大学制度的必然选择,必须坚持高等教育体制改革不动摇。
Ever since the ＂Reform and Open＂, pitching in system, the higher education reform in China has achieved great success. Yet in recent years, the organizational structural change and technological innovation emerge to be the mainstream topics on reform in the process of higher education reform and development and the importance of system reform has been ignored. To reiterate higher education system reform, this thesis aims at emphasizing that the reset of higher education reform must pay attention to the fundamental problems and that the development on higher education cannot be controlled by policy obsession. For sustainable development of higher education, the systematic problems cannot be ignored and system reform is crucial. Looking forward, the intensification of system reform is the essential requirement for the modernization of higher education governing system and ability in China as well as the elementary path for the construction of real modern university institution. As a result, the higher education system refornl must be carried through to the end.
