摘要
萨德问题直接对中韩关系造成前所未有的冲击。其在本质上是美国MD体系的重要组成部分,尽管韩国无意参与围堵中国,但其在萨德问题上的举动实质上等于加入了围堵中国的行列。受其影响,中韩关系出现了前所未有的下滑之势,这种局面不符合两国利益,需要尽快找到出口。为此,需要继续加强与韩沟通,同时更要坚定对萨德问题的立场,不断强化国内舆论共识,并采取果断应对措施。韩国需要放弃说服中国的打算,真正朝解决问题的方向努力,从而尽快使两国关系重新回到良性发展的轨道上来。当前,韩国就萨德等问题向中国做出了"三不"承诺,但对此不能盲目乐观,关键要看韩国在处理萨德问题上能否拿出有效的解决方案。
There is an unprecedented influence on Sino-Rok relations because of THAAD.Essentially,it is an important part of National Missile Defense. Although South Korea has no intention to take part in China-containment policy,actually its action throws it into the ranks of containment. Under the influence,the Sino-Rok relations come across an unprecedented falling tendency. We must find out the solution as soon as possible because the current situation does not conform to mutual benefits. Therefore,we should strengthen communication with South Korea constantly. Meanwhile,we must take the firm stand about the issue of THAAD and take decisive measures to enhance the civil public opinion consensus. South Korea should give up intention of persuading China and make efforts on solving the problem to make the relation of the two countries back on track. At present,South Korea has made promise to China on 3 aspects.However,we can't be over optimistic until there is an effective solution on this issue from South Korea.
