摘要
从航空客运对城市经济增长作用和溢出效应的视角出发,在航空客运与经济同期增长的假定下,运用2015年158个中小机场的数据,探讨了中国中小机场补贴问题。为控制航空客运与经济增长之间双向因果关系的影响,将上一期航空客运量作为工具变量。结果表明:航空客运对中小机场所在城市经济增长的弹性系数为0.08,对第三产业的弹性系数比对第一、二产业高出近1倍,溢出效应约为0.036,对这些机场进行补贴将有助于补偿其溢出效应;中国民航局对中小机场补贴不足其溢出效应的1/5,各级政府仍然有约4/5的补贴空间。
Under the assumption that air transportation grows with economy growth, this paper adopts the data of 158 airports in 2015 and discusses this issue from the perspectives of urban economic growth and spillover effect. To control the two-way causality between air transportation and economic growth, the paper uses lagged air passenger traffic as instrumental variable. The conclusions show that the elasticity coefficient of air transportation to economic growth is 0.08 while its spillover effect to the tertiary industry is 0. 036, which is almost twice the number of those on the first and second industry. So the subsidies to these airports will help to compensate for their spillover effects. The paper also tells us that subsidies from the Chinese Aviation Administration Bureau account for less than 1/5 of the spillover effect. Therefore governments at all levels still have about 4/5 of the subsidy volume.
