摘要
十九大报告中指出,要深入贯彻以人民为中心的发展思想,坚持在发展中保障和改善民生。社会救助作为社会保障制度中最后一道防线有着至关重要的作用,本文在阐述西方发达国家的社会救助制度概况,分析其福利特点的基础上,反思我国社会救助制度存在的问题,进而汲取发达国家社会救助制度的经验启示,不断完善我国的社会救助制度。
The nineteen report pointed out that we should carry out the people centered development thought and adhere to the protection and improvement of people＇s livelihood in the process of development. Social assistance as a last line of defense in the social security system has a vital role,this paper focuses on the analysis of the social assistance system of the western developed countries,analyzes its welfare characteristics,reflects the existence of social relief system in our country,and then draws experience home social assistance system in developed countries to constantly improve our country＇s social assistance system.
