摘要
导弹地面装备包括发射系统、火力控制系统装备等,装备保障能力建设情况是导弹地面装备同步配套建设的重要部分,如何客观评估能力建设效果是全面掌握装备情况的主要依据。根据装备特点分析了主要影响因素,设定了人力人员、保障设备、保障设施、保障技术资料、保障器材及配套设施6个一级评估指标及21个二级评估指标,搭建了评估指标体系结构。并采用专家咨询法和优序图法计算了各级指标权重值,确定了影响建设的主要因素。
Missile surface equipment include launching system and fire control system.Constructionof equipment support is an important part of synchronous matching missile surface equipment.Objective evaluation of the content and effect of construction is the main basis to fully master theoverall situation of missile surface equipment. According to the characteristics of missile surfaceequipment, the main influencing factors are analyzed, and six first level evaluation index systemstructures of human personnel,support equipment,security facilities,security technical informationand supporting equipment and facilities are setted up. Alculating the index weight value at all levelsand determining the main factors of influencing construction by delphi method.
