摘要
滇池流域的文明发展,是一个人类不断适应水环境变化,调整自身行为,寻求水环境安全的过程。时至今日,人类活动已高度介入流域自然生态系统,使得滇池流域水环境安全面临更为复杂多变的现实状况。水环境安全管理中适应性环境管理方法的引入,可有效解决流域可持续发展中复杂的自然、社会、经济不确定性因素,有效防范水环境安全风险。本研究通过对滇池流域历史上水环境安全问题及人类应对措施的梳理,对当代水环境安全面临的现实威胁的分析,以适应性管理为重要方法,提出保障滇池流域水环境安全与协调可持续发展的多项管理对策。
In Dianchi Lake watershed, the history of civilization development is a process in which mankind adapts to the change of water environment and achieves the goal of water environment safety. At present, the profound influence of human behaviors on natural ecosystems results in more complicated and changeable context of the water environment security in Dianchi. The introduction of the adaptive methods in water watershed environmental safety management is believed to be able to help avoid the variables of nature, society and economy effectively in the sustainable development, and to reduce water environmental safety risks as well. The study summarizes the water environment safety problems and human coping measures in the history of Dianchi Lake basin, and analyzes the current threats facing the water environment security. Finally, itputs forward some adaptive man- agement strate^es to ensure the safety and sustainable development of water environment in Dianchi Basin.
