摘要
公立医院在我国被界定为事业单位法人,随着社会医疗需求的增加,行政体制下的公立医院过度行政化、运营方式单一、法律地位模糊等一系列问题日益凸显。要推进公立医院的改革,有两种可行的方案,一是彻底行政化,即由一个政府行政部门将分散在各行政部门的管理权力集中,由上至下地对公立医院进行统一管理;二是去行政化,即确立公立医院独立的法人地位,政府由管理者变成监管者,监督公立医院的日常运营等。两者结合进行多样化发展才是中国医改难题的解决之道。
bPublic hospitals are defined as corporate institutions in our country. However,with the increase of social medical needs,a series of questions are emerging in public hospitals under the administrative system,such as being over-administrated,a single operation mode and the ambiguity of legal status. To promote the reform of public hospitals,there are two possible ways. Firstly,it can be achieved by thorough administration that the decentralized administrative authorities of all departments can be centralized by a special government executive branch to make a unified management of public hospitals. Then,it can be dealt with by non-administration that public hospitals will become independent corporate while governments will be turned from administrators into regulators to supervise the daily operation of public hospitals. The combination of the two is the final solution to the health care reform in China.
