摘要
我国正处于制造范式升级的关键期,其重点工作共性使能技术示范推广比一般技术扩散复杂、困难。因此,本文聚焦国家"数控一代"示范项目在泉州的执行,对304份企业有效问卷进行定量分析,研究中国制造范式升级中共性使能技术扩散的核心影响因素。研究表明,共性技术就绪度、预期经济收益度、政策干预扶持度、开发服务协同度等都对共性使能技术扩散有显著的正向影响。同时,企业规模与共性技术创新协同主体对上述效应具有调节作用。特别是当制造企业外部的多元应用研究平台作为协同主体参与应用开发时,预期经济收益度的重要性愈为凸显,扩散升级决策实施的市场导向性更强。这说明了市场化、多元化、协同化的共性技术扩散对我国制造范式升级产生了关键作用。这为我国产业政策向多元创新治理转变带来了启示。
In the recent national projects of manufacturing upgrading in China, the diffusion of generic enabling technologies is facing much more difficulties than general technologies. Therefore, this paper focuses on the implementation of the national "NC generation" demonstration project in Quanzhou. The empirical study is based on 304 valid questionnaires to analysis the core factors of diffusion of common enabling technologies in manufacturing paradigm upgrading in China. The results show that: the availability of common technology, expected economic benefits, policy support, and synergy of development services are key factors which have significant positive impact on the diffusion of common technologies with the moderating effect of the enterprise scale and the collaborative innovators. In particular, when the multi-actors or consortia-based application development platform participates in the collaborative R & D activities, the effect of expected economic benefits is expected to be more prominent, and the market-oriented decisions are more inclined to be implemented. This implies that the marketization, diversification, synergy of innovation play a crucial role in Chinese manufacturing paradigm upgrading, and the industrial policies can be effective when changing from traditional command-and-control models to more collaboration-based and bottom-up governance models.
