摘要
通过对各高校的实践调查表明,现有资助政策在奖助学金的认定和发放过程中存在一些不容忽视的问题,如奖助学金金额的分配比例差距较大、很多贫困生所持有的政府出具的贫困证明缺乏可信度等,为进一步完善高校贫困生资助政策体系,评估现行资助政策运行效率,进而切实解决高校贫困生问题,本文采用模糊综合评价方法 ,结合现有的资助评价体系,分别建立了贫困生认定评价模型和政策效用评价模型用以定量评定学生贫困程度以及资助政策效用的高低,以期能够对各项资助政策的科学、顺利实施有所帮助。
Through the practical survey of colleges and universities, it shows that there are some problems that can not be neglected in the existing subsidy policy in the process of the recognition and payment of scholarship. For example, there is a big gap between the proportion of scholarship and many poor students＇ proof of poverty lacks credibility and so on. Therefore, it is a very urgent and important issue for higher education in our country to further improve the policy system of subsidizing college poor students and evaluate the operating efficiency of the current subsidy policy, so as to solve the problem of poor students in colleges and universities. Combined with the existing funding evaluation system, this paper adopts fuzzy comprehensive evaluation method and respectively establishes the evaluation models for poor students and policy effectiveness to quantitatively assess the level of student poverty and the effectiveness of the funding policy, with a view to helping subsidy policies implemented scientifically and successfully.
