摘要
南极对全球气候变化和人类环境安全至关重要。随着人类在南极活动的强度提升,其对生态环境的影响正在发生范围的扩散和层次的转移。文章全面梳理了南极人类活动的环境影响,分析了南极条约体系对南极人类活动的干预及其局限性,提出了构建南极人类活动环境影响干预机制的理论框架。研究表明:南极人类活动已经给脆弱的南极生态环境带来了显著的负面影响;南极条约体系不足以应对南极人类活动的负面影响;以碳足迹为切入点,建立以公共参与为主、符合不同主体意愿的南极人类活动干预机制具有可行性和现实性。
Antarctica is crucial for the global climate change and environmental security of humankind.With the increased intensity of human activities in Antarctic,its impact on the ecological environment has spread to a greater extent and to different levels.This paper comprehensively reviews the environmental impact of the human activities in Antarctica,analyzes the intervention and limitations of the Antarctic Treaty System,and proposes a theoretical framework of the intervention mechanism for the environmental impacts of human activities.Results show that human activities in Antarctica have had a significant negative impact on the fragile Antarctic habitat and the Antarctic Treaty System is not sufficient to deal with the negative impact.Taking the carbon footprint as the entry point,it is feasible and realistic to set up the intervention mechanism which is mainly based on public participation and is in line with the willingness of different subjects.
