摘要
医养结合是当前养老服务业发展中的热点问题。这项工作在推进过程中存在不同的视角,以"医"为主较为主流,因此出现了以医代养、侵蚀医保、功能不清、专业不足、成本较高等失序、失效现象。反思并解决这些问题,应回到养老服务视角,确立长期照护理念,明确医养结合中"医"的健康管理、突发疾病的应急处置和医疗护理等特殊功能,聚焦失能失智老人,分类提供相应的照护服务。在此基础上,加快建立评估机制,打造一批专业照护机构,探索构建医护资源进入养老服务领域的有效机制,切实提升护理服务队伍职业能力,提高老年人的支付能力。
The combination of medical and health care is a hot issue in the development process of promoting old-age service,and the mainstream is ＂ medical care＂. As a result,the phenomenon of disorder and failure has appeared in the mede elderly care service industry. There are different perspectives in the proical treatment,such as the erosion of medical insurance,the inadequacy of the function,the lack of specialty and the higher cost. To reflect and solve these problems,we should return to the perspective of service for the aged,establish long-term care,emergency treatment and medical care and other special features to sudden illness,focus on disabled elderly people with dementia and provide the corresponding classified care service. On this basis,we should speed up the establishment of evaluation mechanism,create a group of professional care institutions,explore effective mechanisms to build health care resources into the field of old-age services,effectively enhance the professional ability of nursing service team and improve the payment ability of the elderly.
