摘要
美国的排污许可证制度已成功应用于水、大气等多个重要环境领域,管理体系相对完善。以美国针对水污染管控的国家污染物排放削减系统(NPDES)为例,阐述美国水排污许可证的许可程序,包括排污许可证的类型、申请条件、许可流程等,梳理美国水排污许可证的发放流程,为我国排污许可证实现排污许可管理提供借鉴。
The pollutant discharge permit system, since initially established in the U. S. in 1972, has been globally utilized and treated as one of the most effective environmental management measures. Since then, permit systems have been successfully implemented in many important environmental fields in the U. S. Establishing systematic and complete environmental protection and management systems is urgently required. By taking the National Pollutant Discharge Elimination System （NPDES） as an example, this paper began with reviewing the permitting procedures. It then explored permit types, application conditions, and introduced its issuance process. In addition, it also highlighted the public participation of the system. Hence, the aim of this paper was to provide referential experience for permit systems to be established and developed in China.
