摘要
养老服务的准公共产品属性、信息不对称、很强的外部性是政府规制养老服务业的主要动因,当前我国养老服务业政府规制存在规制体制不完善、规制法律体系不健全、规制手段单一、市场机制作用不充分等问题。文章认为,需要进一步建构促进养老服务业发展的规制路径,包括创新政府规制体制、方式,构建适度型养老服务业政府规制模式;健全养老服务业发展法律保障体系;对规制者实行有效规制。
The characteristic of the aged people service industry are quasi-public product,information asymmetry,and strong externality.All of these are the main reasons for the government regulation of aged people services.At present,the government regulation of aged people services industry is not standard in China,the legal system of regulation is imperfect,the system is not improved,regulation methods are single,and market mechanism is not fully effective.Based on this,we need to further construct regulation path to promote the development of aged services industry,including the following aspects：the innovation of government regulation system and means,construction of government regulation model of moderate aged service industry,the improvement of pension services legal safeguard system,and effective regulation of regulators.
