摘要
研究专业化的教育政策分析是教育政策科学和教育政策实践改革发展的需要。与一般的教育政策分析相比,专业化的教育政策分析在涵义上有比较严格的定义,它是教育政策分析的主体,采用专门的分析技术和方法,对教育政策的内容、过程、环境和价值进行判断,从而改进和提升教育政策的一种活动。在分析内容上比较全面,包括教育政策的内容分析、过程分析、环境分析和价值分析;在分析工具上有比较成形的步骤和有效的方法,包括全面收集和整理分析教育政策资料,提出并论证教育政策分析标准,根据标准对整理出的文献资料进行分析。
The study of specialized analysis on educational policy is the need for the reform and development of educational policy science and educational policy practice. Compared to the general analysis on educational policies, the specialized analysis on educational policies has a strict definition in the connotation. It is the subject of educational policy analysis and it is an activity to improve and enhance the educational policies through adopting the professional analysis techniques and methods to judge the contents, processes, environment and value of the educational policies. The contents of analysis are more comprehensive including the analysis of educational policies in contents, processes, environment and value. The analysis tools are the formed procedures and effective methods including collecting and collating the educational policy data comprehensively and systematically, proposing and demonstrating the education policy analysis criteria, and analyzing the sorted out documents and literatures according to the criteria.
