摘要
建设"丝绸之路经济带"和"21世纪海上丝绸之路"是建设中国全方位开放新格局的必然要求,是促进亚欧国家共同发展的必然选择。这一建设倡议自发起之初就吸引众多亚欧国家积极支持和参与,国内省份也争先制定相关的政策措施,已经有了一个良好的开端。从总体规划中可以看出,沿海沿边地区在"一带一路"建设中占据着十分重要的地位,因此分析沿海沿边地区发展现状尤其存在问题,并对各省市区现存的相关政策措施进行阐述和评估是非常有必要的。最后,针对目前"一带一路"倡议各项目实施中,东部沿海地区发展规划不合理性和有限的公共服务水平,西部沿边地区经济条件和基础设施落后的实际问题,各级政府应着力提出对策并加以落实,最终实现东部沿海与西部沿边地区对外开放水平的提升。
Building the Silk Road Economic Belt and the 21st-Century Maritime Silk Road is both an inevitable requirement to construct the new pattern of Chinese comprehensive opening-up and an inevitable choice to promote the joint development among Asian and European countries.Right in the beginning of the construction strategy was initiated, it has gained active supports and participations from numberous Asian and European countries. Domestic provinces seize the immediate opportunities to introduce a series of related policies and measures, which has brought a good beginning. Seen from the master plan, coastal regions and frontier regions give play the important role in one Belt, one Road Initiative. This paper, based on the analysis of the current development situation and existing problems in the coastal regions and frontier regions, expounds and evaluates the existing policies and measures of each provinces and cities,aiming to seek the regional strategy of sustainable development under the background of one Belt, one Road Initiative and puts forward valuable policy recommendations.
