摘要
文章通过专家咨询法、文献资料法、个案法、逻辑分析法,对全运会运动员资格管理办法等条款进行了分析。研究认为,全运会运动员代表资格管理办法有以下几个发展特点:运动员注册制度推进了资格认定制度化的发展;限制优秀运动员交流、确保"奥运战略"实施;深挖高校竞技体育资源;运动员代表资格是运动员流动的风向标。为了营造一个良性的国内竞技体育可持续发展环境,确保全运会有一个良好的竞赛环境,建议完善运动员资格认定的制度;完善竞技体育人才交流市场;允许高校组队参加全运会,并实行两次计分制。
The National Games athletes’ qualification management measures and other terms were analyzed by expert consulta- tion, literature,case study,logical analysis and other methods. The results showed that the athletes’ qualifications for “National Games” management development characteristics are as following：the registration system for athletes to promote the qualifica-tion system;limit athletes exchange,ensure that the “Olympic strategy” implementation; dig the sports resources in colleges and universities ; athletes？ qualification is the athlete flow indicator. In order to create a healthy home environment and ensuring the sustainable development of competitive sports games have a good competitive environment, suggestions：improve the athlete qualification system ; improve the competitive sports talent exchange market ; allow the university to participate in the games, and the team two times scoring system.
